When Should the 2 Small Vertical Fans go?

I have just gotten an assembled Felix 3.0 dual extruder machine. I am playing around with some test printing and I am noticing throughout the prints the 2 small vertical fans never seem to go, is there a way to test these fans actually work, and at what point should they engage? I have setting cooling as an option in slicer, as i seem to be getting subpar quality on small bridges even though im going slow, and im figuring that would be a good time for the fans to kick in to help avoid that??

Any help appreciated.

The fans cooling the cold end?
They should run all the time!

The 2 circled fans in the image below are what im talking about

I have the fan on at 100% and they dont run, so its borked? how do i fix it? this wasa machine i just got delivered that was preassembled.

Check the circuitboard, maybe they forget to connect those fans?

Ok turns out the wires were connected but the positive and negatives were around the wrong way, Hopefully I will get better quality prints now, especially on the bridges.
